Given the current prevalence of more contagious mutant strains such as Omicron, the risk of infection during international travel has risen sharply. In order to further improve the prevention and control of the epidemic, the pre-boarding test requirements for vaccinated passengers departing from/via Germany on direct flights to China will be adjusted from March 28, 2022 (inclusive). The transition period is before 0:00 on April 4, and the original practice is still used. Passengers taking flights to China that take off after 0:00 on April 4 must perform testing obligations in accordance with the new regulations. Specific requirements are as follows:
1. Who are the vaccinated personnel?
(1) The vaccine to be vaccinated is a product approved for emergency use or marketed by China, the World Health Organization or the European Union. Common new crown vaccines are Sinopharm (2 doses required), Kexing (2 doses required), CanSino (1 dose required), Anhui Zhifei (3 doses required), Pfizer (2 doses required), Dana (2 doses required), AstraZeneca (2 doses required, the second dose can be mixed with mRNA vaccine), Johnson & Johnson (2 doses required), etc.
(2) According to the provisions of (1), the period from the date of completion of all vaccination procedures to the day of departure to China shall not be less than 14 days (for example, for a vaccine that requires two injections, and the second injection is completed on March 1, the Flights to China will be available as early as March 15). Those who are less than 14 days old will not be issued a "health code" even if the double-check results are qualified (there is no time limit for the booster vaccination).
(3) Persons who have not been fully vaccinated with 2 doses or 3 doses of vaccine, or who have completed 2 doses of inactivated vaccine on the same day are regarded as unvaccinated persons, and all testing regulations shall be implemented with reference to unvaccinated persons .
2. What tests should the vaccinated personnel do?
Starting from March 28, 2022, vaccinated persons should undergo a nucleic acid test at two different testing institutions within 48 hours before the flight to China, and the second nucleic acid test will be conducted before the scheduled departure time of the flight to China. Within 24 hours, an antigen test (a total of 2 nucleic acid and 1 antigen, hereinafter referred to as "double nucleic acid + antigen") must be carried out within 12 hours before the scheduled departure time of the flight to China.
If the flight is delayed, passengers can calculate the relevant detection time limit according to the original scheduled departure time.
Example of detection time calculation method:
Departure time of the flight to China Time of the first nucleic acid test Time of the second nucleic acid test Antigen test time
April 5th 14:30 April 3rd after 14:30 April 4th after 14:30 April 5th after 2:30
April 9th 20:10 April 7th after 20:10 April 8th after 20:10 April 9th after 8:10
April 11th 17:45 April 9th after 17:45 April 10th after 17:45 April 11th after 5:45
April 18 at 22:05 After April 16 at 22:05 After April 17 at 22:05 After April 18 at 10:05
Note: The above is an example of calculating the nucleic acid test and antigen test time, not the actual flight time of the flight, please refer to the scheduled departure time of the flight you are taking.
Passengers who have been vaccinated from a third country via Frankfurt Airport and take direct flights to China can undergo a "double nucleic acid + antigen" test at the Frankfurt Airport Hospital (Flughafenklinik in German, Medical Center in English) at the airport transfer area testing point. Among them, for nucleic acid testing, the agency uses different reagents to conduct nucleic acid testing on two samples, which can replace the "double nucleic acid" conducted in two different testing institutions. Please consult the testing agency or airline company for the time required for issuing the test report. If the test result is not received before boarding, you can contact the testing agency or airline company directly. The website for testing appointments is as follows:
Reservation website for Lufthansa connecting passengers: www.fraport.com/lh-testing
Reservation website for transfer passengers of other airlines:
www.fraport.com/de/geschaeftsfelder/betrieb/medical-center/corona-testmoeglichkeiten.html
Passengers who need to undergo "Double Nucleic Acid + Antigen" test in the transit area can enter the webpage and select "Angebote im Transitbereich" (Transit Area Test) when booking "Double Nucleic Acid" test (Real-time-PCR Doppeltest) .
If vaccinated transit passengers in Germany meet the entry requirements, they can still choose to undergo "dual nucleic acid + antigen" testing at two different testing institutions in the same consular area after entry.
3. What tests should be done for unvaccinated persons?
Persons who have not been vaccinated should undergo a nucleic acid test and a serum antibody IgM test (hereinafter referred to as "double test") in the same consular area within 48 hours before the flight to China.
4. What are the specific requirements for relevant testing?
The embassies and consulates in Germany do not designate testing institutions. People going to China can conduct testing at regular testing sites in Germany, private doctors, hospitals and clinics, etc., but the testing methods and submitted testing reports should meet the following requirements:
(1) Nucleic acid detection
1. The nucleic acid detection method should be RT-PCR, and the sampling method should be nasopharyngeal swab (Nasopharyngealabstrich or Nasen-Rachenabstrich in German, Nasopharyngeal in English). Oropharyngeal swabs (Rachenabstrich), saliva (Gurgeltest, Speicheltest) and other sampling methods are not accepted.
2. The uploaded nucleic acid test report should include the name of the tested person, date of birth, certificate number, RT-PCR test method, sampling method, sampling date, test result, name of doctor or testing institution, contact information, signature or seal, etc. .
(2) Antigen detection
1. Antigen testing should be carried out under the operation of professionals, and self-made antigen testing will not be accepted.
2. The antigen test report should include the name of the tested person, date of birth, certificate number, the test method is Antigentest, the sampling method is nasopharyngeal swab, sampling date, test result, name of doctor or testing institution, contact information, signature or seal Wait. The test report can be in paper version or electronic version, and the reprinted report will not be accepted.
3. There is no need to upload the antigen test results when applying for the health code. The paper certificate of the antigen test results will be checked by the airline when boarding the plane.
4. Those who test positive for antigen should not board the plane, and should undergo 14-day isolation and health monitoring. During the monitoring period, a nucleic acid test will be carried out on the 1st, 4th and 7th days respectively. Those with negative results can apply for a health code by taking a pre-boarding test according to their vaccination status. (Please refer to the first, second and third points of this article)
(3) Serum antibody IgM detection
For serum antibody IgM detection, venous blood should be drawn, and the detection method should be chemiluminescence or enzyme-linked immunosorbent assay (ELISA). Kolloidales Gold is no longer accepted. IgM, venous blood and detection method must be clearly marked on the report.
5. What are the specific requirements for pre-examination of recovery and pre-boarding testing for previously infected persons?
Previously infected persons refer to those who have been diagnosed with new coronary pneumonia or who have not been diagnosed but have any test results of nucleic acid, serum antibody IgM and IgG antibody positive (except for the positive serum antibody IgM and IgG due to the new crown vaccine). To apply for a "health code", the following procedures must be followed:
(1) Submit to the embassy or consulate for pre-review
The pulmonary imaging diagnosis certificate (X-ray or CT, pregnant women and those who are not suitable for the above examinations, please contact the embassy and consulate in Germany in advance) and two nucleic acid tests must be submitted to the embassy and consulate in Germany in the consular area. Negative test certificate (sampling time interval of at least 24 hours), of which the time limit for two nucleic acid tests should be within 3 days before the submission of the pre-trial application. The time of pulmonary imaging diagnosis should be as close as possible to one of the nucleic acid tests. After completing the above diagnostics and tests, the
